A draft United Nations report on the detainees at Guantanamo Bay concludes that the U.S. treatment of them violates their rights to physical and mental health and, in some cases, constitutes torture.It is impossible to calculate the damage this has done to our image abroad. Whatever moral highground we once had as a beacon of democracy and human rights has been shattered by the Bush Administration's illegal detention and torture of prisoners. And it's not just isolated cases that can be blamed on a few bad apples. It's systemic; it's policy.
