Homeless and the Superbowl

What is Tampa doing to prepare for the Superbowl? They are "cleaning up" the streets by housing the homeless in their local jails for the weekend according to this article in Change.org. It makes me wonder how things went this summer for the Republican National Convention in St. Paul.
